Bruce Gudmundsson said that the National Guard was ideally suited for COIN already because:
- Well connected as individuals, states and federal government representatives
- Designed for counterinsurgency given its domestic deployments in American history
- Coast Guard should be pulled in as well because it has been focusing on 4GW forces for its existence
